What the job involves (our summary, not the notice wording): getting the site to meet its resource consent; making the systems that collect polluted landfill water (leachate) and rainwater run-off work better and cope with more; putting a cap over the old fill; better roads and access on site; earthmoving; all on a waste site that is still in use. Extract — Methodology: delivering priority works on an active closed-landfill site

Paragraph 1 — Frame the job as compliance and containment, not generic civil

Harbour Earthworks Ltd delivers the Te Maunga works as civil work driven by the site’s consent: new pipework to collect leachate, rainwater controls, a cap over the old fill, better site access, and the earthmoving that goes with them. We treat the site as a live waste facility under environmental controls, not as a bare-land earthworks job. Our method starts from what the consent requires and how well the leachate and rainwater systems perform, then orders the capping, access and earthmoving so each stage protects the systems already in place.

Paragraph 2 — Polluted, tight ground changes the method

We plan digging, stockpiling, carting and placing material on the assumption of polluted ground and little room to work, as is normal on a closed landfill. We establish designated dig, temporary stockpile and clean/dirty separation zones before bulk earthworks. Material movements follow a controlled path so potentially contaminated arisings do not cross clean capping layers or stormwater flow paths. Temporary stormwater controls stay ahead of the dig face so rainfall on opened ground does not load the leachate system the works are meant to improve. We do not open multiple unconstrained faces; we work staged cells with hold points before covering or handing a zone to the next trade package. Where works enter areas that interact with leachate collection or stormwater controls, we complete isolation, temporary diversion and inspection before we cut.

Paragraph 3 — Public, operational and Mana Whenua interfaces

Te Maunga is still a working waste site, and an environmentally sensitive one. We keep access routes for Council operations and authorised vehicles clear, set work zones that do not block critical landfill access, and brief crews daily on site rules for an active waste facility. We nominate a single contract lead for Council, environmental monitors and other contractors on site. We talk early to mana whenua and the other groups Council names: we confirm preferred communication channels, site protocols and any cultural monitors or observation requirements before intrusive works, and we build those hold points into the programme rather than treating them as optional extras.

Paragraph 4 — How this earns methodology marks

Our methodology response maps each major work package (leachate, stormwater, capping, access, earthworks) to: sequence; environmental control; H&S control for high-risk landfill work; and the stakeholder/Mana Whenua hold points above. We write only what we will do on this site. We do not pad with generic company capability that is not tied to Te Maunga’s closed-landfill constraints.
